Why do you want to be a scanner?: Because, i think it will help the CCA get those pesky citizens at times when they can't. E.G (Resistance, and the CCA can't track them, they can fly around and try to get those resistance members. EG2: The CCA can't chase down everyone. It will keep citizens in order.
